numerous strands of stretchy rubber thread held together in a long bundle with woven nylon mesh on the outside. Same material as Ockie straps!: You might use shockcord to hold something in place whilst still allowing it some movement. Commonly used on yachts.

Contributor's comments: Used to hold your surf board on the roof racks of your car. I have only ever heard them called ocky straps.
