Contributor's comments: Also used in Victoria. A person who is always going to ("gunner") do things, but never does. An unreliable person, a procrastinator: "Don't leave it to Peter to do it, he's a Gunner." I believe it may be a pun on the Army artillery rank of Gunner, but I have no evidence for this.
