Could mean a number of things eg. Where are you going? or Where have you been? or What are you doing now?. Possibly an old Cornish phrase. Many of the Broken Hill people have Cornish roots from when Cornish miners travelled to Broken Hill from Moonta in South Australia after the work ran out in the late 19C: After meeting someone you might be asked the question "Where ya to?".
